Peppol Access Point UK: How to Choose and Connect

What to check before you pick a Peppol Access Point in the UK, how to verify each point on primary sources, and how connecting your ERP works.

NHS suppliers already send their invoices over Peppol. Some exporters selling into Belgium and France are hearing the same request from their customers. And the UK government has announced mandatory eInvoicing for all VAT invoices from 2029. Each route ends at one decision: which provider will send and receive your documents.

What does a Peppol Access Point do?

A Peppol Access Point is the certified service provider that sends and receives Peppol documents for you, so you connect once and reach every other participant on the network. Pick one by checking primary sources, not sales pages: that the provider appears on OpenPeppol's certified list, that it validates documents before they leave, that it returns acknowledgements, who registers and holds your Peppol ID, and whether it plugs into your ERP the way your team works. Then read the exit terms.

What does a Peppol Access Point do?

Peppol is a framework, not an app you install. Our guide to what Peppol stands for and how it works covers the basics.

Your system hands a structured document to your Access Point. It looks up where the receiver can be reached, then sends the document over AS4 to the receiver's Access Point, between corner 2 and corner 3 of the four-corner model. OpenPeppol describes the old closed networks as "like being only able to call people on the same mobile phone network as you." Peppol removes that limit: each sender only has to connect to one service provider to reach every receiver.

OpenPeppol's own pages say "Peppol-certified Service Provider" and treat Access Point as one of the services a provider is certified for. For a buyer, they describe the same company. You do not need to become a member of OpenPeppol to use the network, and in OpenPeppol's words, "you are free to choose the service provider that suits you best."

The same rail carries purchase orders, shipping notes and catalogues as well as invoices. An Access Point is routing infrastructure for supply-chain data. Judge it like a finance app and you will judge it on the wrong things.

What does "certified" actually prove?

Certification is a floor, and a meaningful one.

A provider signs a Service Provider Agreement with the Peppol Authority where it is domiciled, or directly with OpenPeppol where no local authority exists. It then has to pass OpenPeppol's accreditation test suite to obtain a production PKI certificate, which can be revoked if the provider breaches the agreement.

OpenPeppol also has a candidate category for providers, which are not certified for any Peppol Network capability but may apply for test certificates. "Working towards Peppol" and "certified" are different statements. The certified list warns that providers may be removed if they are subject to non-compliance penalties, so check it on the day you sign and again at renewal.

Certification does not prove your invoices will arrive clean. A provider can pass conformance testing and still receive poor data from your ERP. Emailing a PDF is not eInvoicing, and neither is pushing badly mapped data through a certified pipe.

Why do AS4 and validation matter to you?

With a provider in place, you will never configure AS4 yourself. You should still know what it buys you.

The Peppol AS4 Profile sets one exchange pattern for the whole network: One-Way/Push. Receiving Access Points must support TLS on port 443. The sender signs each message with its own Peppol certificate and encrypts it with the receiving Access Point's certificate, fetched from the receiver's SMP. Without a Peppol certificate, nobody on the network accepts the traffic.

If an Access Point receives a document for a participant it does not service for that document type, it must send back an error marked PEPPOL:NOT_SERVICED. Being on Peppol is not enough. You have to be registered for each document type you want to receive.

Validation happens twice. The sending Access Point validates the document before it leaves, and the receiving Access Point validates it again before forwarding. For invoices, the reference is Peppol BIS Billing 3.0, a Core Invoice Usage Specification of EN 16931. Ask each shortlisted provider who sees a failed invoice, and whether a finance team can act on the error message.

Acknowledgements close the loop. OpenPeppol's Peppol Network Policy makes MLS support mandatory for providers. The receiving provider must always send a negative response when applicable, and a positive one only if the sender has opted in.

Who holds your Peppol ID?

A Peppol ID is a scheme code plus a value. OpenPeppol's own example uses scheme 0088 with a GLN-style number. When someone sends you a document, their Access Point asks the central SML which SMP holds your record, then asks that SMP what you can receive. Each Peppol ID is registered with one and only one SMP, so whoever runs that SMP holds the registration that makes you reachable.

The Peppol Directory is free to browse, but updating it is the SMP provider's job and listing is not mandatory. If a customer cannot find you there, ask your provider to upload your details. OpenPeppol's Lookup Service checks whether a participant is currently published on the network.

How does connecting to a Peppol Access Point work?

The order matters more than the speed.

  1. Confirm your requirements. Which customers want Peppol, which documents they expect, and whether you also need to receive.
  2. Select an Access Point or managed provider. Use the table above, and check the certified list yourself.
  3. Register your Peppol ID and capabilities. Your provider publishes your ID and the document types you can receive on its SMP.
  4. Review your ERP invoice data. Missing or inconsistent customer and invoice records will fail validation later, so fix them before you map.
  5. Map fields to the Peppol format and configure the integration, through a direct API, middleware, or a managed integration service.
  6. Validate before sending, so test invoices meet the same rules as live ones.
  7. Test outbound and inbound flows, then confirm you are published using the Lookup Service.

Our view: buying a standalone compliance tool now and integrating it later means paying twice, once for the quick fix and again to replace it when it blocks the rest of your data flow. Pick a connection that can carry orders and shipping notes as well as invoices.

What does the UK picture mean for your choice?

The UK already has live Peppol demand. GOV.UK states that NHS Supply Chain requires its suppliers to issue eInvoices through the Peppol network.

The wider change has been announced but is not yet law. The government has said the UK will introduce mandatory eInvoicing for all VAT invoices from 2029, as set out in its consultation response, with a roadmap to implementation still to come. Exporters may need Peppol sooner. Belgium is already live and France began its first phase in September 2026. We have seen a UK business whose customer would only accept Peppol. Treat an early request like that as a head start. Can I switch Peppol Access Point later?

OpenPeppol says all accredited Service Providers can send and receive Peppol documents, so you are free to choose. Because each Peppol ID is registered with one and only one SMP, a move involves that registration. Ask both providers how it is handled before you sign, and read the notice periods in your contract.

Do I need to join OpenPeppol to use Peppol?

No. OpenPeppol says buyers and suppliers do not need to become members to use the network. Membership and certification apply to the Service Providers. You connect through a Peppol-certified provider, which signs a Service Provider Agreement and passes Peppol Conformance Testing before it can offer Peppol services.
