The UK eInvoicing mandate: what changes, and when
The government has announced that from April 2029, every VAT invoice between UK businesses, and between businesses and the public sector, will need to be a structured electronic invoice. The law is not in place yet. The government has named Peppol as the network the UK will use, and it publishes its implementation roadmap at the Budget on 28 October 2026. When does eInvoicing become mandatory in the UK?

Is eInvoicing mandatory for B2B in the UK?
Yes. Under the government's announced plans, from April 2029 every VAT invoice for business and public sector sales will need to be a structured eInvoice. Sales to consumers are not included.
All VAT invoices are in scope
The mandate covers every VAT invoice issued for business to business (B2B) and business to government (B2G) transactions where VAT is due.
Sales to consumers are not
Invoices to private individuals (B2C) are outside the mandate. If you sell to both businesses and consumers, only the business and public sector side changes.
A PDF is not an eInvoice
The government defines an eInvoice as one that is issued, sent and received in a structured format that allows automatic processing. A PDF, a scan or a paper invoice does not meet that definition.
No real-time reporting in 2029
The government has said it will not introduce real-time reporting to HMRC alongside the mandate. Invoices move between businesses, not through a central HMRC hub.
How will UK eInvoicing work, and what is Peppol?
Invoices will travel over Peppol, the network the government has named for the UK. Each business connects once, through a Peppol Access Point, and can then reach every other business on the network.

Peppol is the UK's network
The government has named Peppol as the core interoperability network for UK eInvoicing. Peppol is already used across most of the EU, Australia, Japan and Singapore, and NHS Supply Chain already requires its suppliers to use it.
A decentralised model
Businesses exchange eInvoices through their service providers, rather than sending every invoice to a government platform. On Peppol, those service providers are called Access Points.
One connection reaches everyone on the network
Once you are connected through an Access Point, you can send to and receive from any other Peppol participant, in the UK or abroad, without a separate link to each one.
The exact standards come with the roadmap
The technical detail is expected at Budget 2026. Peppol invoices today use the Peppol BIS Billing 3.0 format, which is based on the European standard EN 16931.
What should UK businesses do to prepare for eInvoicing?
Six steps, and none of them needs to wait for the roadmap. The businesses that start now have time to test before 2029 rather than rush.
Count what you send and receive
List how many VAT invoices you issue and receive each month, in which formats, and through which systems.
Check your systems
Find out whether your ERP or accounting software can produce and read structured invoices, or will need a connection that does it for them.
Choose a Peppol Access Point
Pick the provider that will connect you to Peppol, give you a Peppol ID and check each invoice before it is sent.
Tidy your trading partner data
Make sure VAT numbers, legal names and Peppol IDs for your customers and suppliers are complete and accurate.
Test with your main partners
Send and receive test invoices with your largest customers and suppliers well before 2029, so problems are fixed while there is time.

When does eInvoicing become mandatory in the UK?

What eInvoicing software do I need for the UK mandate?
You need a way to create and receive structured invoices and a connection to Peppol through an Access Point. Many businesses keep their ERP or accounting system and add a managed Peppol connection, such as Transalis, which handles the format, delivery and status tracking.
