What is the French eInvoicing Mandate?

France is implementing a phased rollout of mandatory eInvoicing and eReporting, beginning in 2026.

The reform aims to reduce VAT fraud, improve tax transparency, and digitise financial workflows for increased efficiency. Under the mandate, VAT registered businesses in France:

  • Must be able to receive eInvoices

  • Must be able to issue eInvoices

  • Must conduct eReporting of B2B and B2C transactions

  • Must submit documents via certified platforms – either the central government portal (PPF) or a certified PDP, like Transalis

Who must comply with the French eInvoicing mandate?

The mandate affects all businesses subject to French VAT, regardless of sector.

Implementation is staggered by company size:

  • 2025: initial pilot phase with 116 businesses

  • 2026: All businesses must be able to receive eInvoices. Large and medium-sized businesses must issue invoices electronically and carry out eReporting

  • 2027: SMEs join the mandate for eInvoicing (send and receive) and eReporting

As outlined above, the French eInvoicing and eReporting mandate is imminent for many businesses. Affected organisations must act now to ensure they have a compliant solution in place ahead of the deadlines.

There are severe consequences for those who do not comply with the upcoming mandate. For example, non-compliance with eInvoicing requirements results in a 15€ penalty per invoice and non-compliance with eReporting results in a 250€ charge per transmission.*
